After the defeat of the Amalekites, Moses is reunited with his wife and sons in Midian. Moses tells Jethro, his Father-in-Law, everything that God has done for them. Jethro is the first one outside of Egypt to hear this 'good news' of the redemption of Israel.
It is now three months since leaving Egypt. The Israelites have made it to Mt. Sinai. At the suggestion of Jethro, leaders are chosen. Leaders of thousands, leaders of hundreds, leaders of fifties, and leaders of tens are assigned. These leaders are to be judges and settle the difficulties of the people. The most difficult cases are to be brought to Moses. This is to help Moses organize the nation. It is also a prophetic look at our representative form of government.
Moses will have to make three trips up the mountain to meet with God before all is ready.... and the third time is quite mysterious. We'll talk about it.
